Position Overview
The Medicaid Benefits Counselor is responsible for facilitating
access to and determining Medicaid eligibility for individuals
seeking assistance. This role requires strong communication skills
to explain Medicaid programs both over the phone and in person. The
primary focus is on eligibility determination, but additional
duties may be assigned as needed.
Primary Responsibilities
Accept referrals from various sources for intake and screening.
Assess individual needs and determine potential Medicaid
eligibility using a standardized screening tool.
Provide timely and customer-friendly services to assist in the
Medicaid application and review process.
Verify an individual's Medicaid eligibility status.
Explain Medicaid eligibility rules and processes to applicants.
Conduct comprehensive screenings for individuals on the Assessed
Priority Consumer List (APCL).
Input client assessments and update records in the designated
tracking system.
Prepare and package necessary forms for Medicaid eligibility
determination.
Assist individuals with gathering required documentation and
completing Medicaid applications.
Coordinate with eligibility professionals to facilitate the
application process.
Refer individuals to the appropriate agency for Medicaid
application processing.
Obtain required physician referral forms and coordinate with
assessment staff for functional eligibility determinations.
Maintain accurate tracking data to ensure timely Medicaid
eligibility processing.
Track and update Medicaid applications throughout the eligibility
process.
Conduct outreach efforts to increase public awareness of Medicaid
programs and resources.
Develop and distribute informational materials on Medicaid
services.
Build relationships with service providers and professionals to
facilitate referrals.
Provide training and guidance to access points regarding Medicaid
resources.
Participate in meetings with relevant agencies to enhance the
eligibility process.
Advocate for applicants by coordinating with various entities to
resolve eligibility issues.
Assist with disaster response efforts as needed.
Education and Skills Requirements
Bachelor's degree in social work, psychology, gerontology, or a
related field, plus one (1) year of related work experience, OR a
Bachelor's degree in an unrelated field with two (2) years of
relevant experience. Equivalent professional experience may
substitute for a degree.
Strong communication, attention to detail, and organizational
skills.
Ability to handle difficult conversations and de-escalate
confrontations.
Experience working with older adults and the general public.
Ability to work independently and as part of a team.
Proficiency in Microsoft Office (Word, Excel) and database
applications.
Familiarity with Medicaid-related systems and databases
preferred.
Experience in training, public speaking, and developing training
materials.
Typing speed of at least 45 words per minute with strong English
grammar and spelling skills.
Bilingual (English/Spanish) preferred.
